In November 2010, the U.S. Department of Treasury requested that Vergys utilize the Treasury’s Budget Formulation and Execution Manager (BFEM) program to manage the Congressional Justification process at the Department of Homeland Security (DHS). As part of this assignment, Vergys was also tasked with supporting the implementation of a Business Intelligence (BI) tool that allowed DHS to access, analyze, and report of BFEM data. The main functions of this DHS engagement were to:

  • Validate existing BFEM structure and functionality;
  • Enhance BFEM functional and technical requirements;
  • Facilitate all facets of BFEM planning and coordination;
  • Project management services; and
  • Production of Congressional Justifications.

BFEM is a Web-based, automated framework that allows government agencies to formulate their budgets, track budget performance measures, and link previous performance measures and impacts to the current budgeting process. Its core system is consistent with the process used by federal agencies to formulate their budgets, from the initial request of agency components in the internal budget process, through the submission of the request to the Office of Management and Budget (OMB), to the tracking of the Congressional Justification through the appropriations process. The BFEM program is a recipient of the 2008 President’s Quality Award.
