Vergys assisted the Army with the massive transformation of its core IT capabilities (e.g., platforms and sensors, applications, data, services, infrastructure, transport, and standards) in order to create a consolidated IT infrastructure. Vergys helped to manage the financial implications and budgeting. We also supported the acquisition strategy formulation, collaborated with key stakeholders, and articulated government constraints for potential offers.

The Army had been delivering IT services and capabilities in a decentralized fashion for many years, making it difficult to achieve enterprise-wide financial transparency and effective interoperability throughout various technology domains. In effort to rectify this issue, the Army Chief of Staff directed the Army Chief Information Officer to implement an enterprise information system (EIS) program to effectively and efficiently manage, coordinate, and provision LandWarNet capabilities in support of both the operating and generating forces. Vergys LLC was asked to support the program by:

  • Developing Independent Government Cost Estimates (IGCEs) for Army Enterprise Services procurements;
  • Documenting key cost assumptions;
  • Conducting trade-off analyses and industry benchmarking;Contributing to budget decisions;
  • Identifying valid source data for each estimate; and
  • Contributing to budget decisions.
